  12. II. HISTORY
  13.  
  14. XeroNet's first policy officially drafted 15 JUL 94.
  15. The first draft of policy was dated 15 JUL 94 although 
  16. XeroNet BBS's were actually running months prior to 
  17. release of official documents.
  18.  
  19. XeroNet was established as a network between Bulletin Board Services
  20. in the United States and Canada for the exchange of information
  21. via posts and electronic mail. The original founding Boards are :
  22.

  28. III. STANDARDS
  29.  
  30. The official language of XeroNet is English.
  31.  
  32. The rules and regulations associated with running a XeroNet board are
  33. as follows:
  34.  
  35. A. General
  36.  
  37. In general, a XeroNet board is an honourable system which does not
  38. discriminate against users because of race, religion, creed,
  39. nationality, sex, age or other reason except for instances to protect
  40. the user.
  41.  
  42. B. SysOp Character and Conduct
  43.  
  44. System Operators of bulletin boards must be of good standing.  All SysOps
  45. are expected to keep the private information including but not limited
  46. to name, password, phone number, and address of all users on all nodes
  47. strictly confidential.  No exceptions.
  48.  
  49. XeroNet SysOps are not to participate in the planning or actual
  50. participation of computer hacking other bulletin boards, and must openly
  51. proclaim any knowledge they might have regarding such an event.
  52.  
  53. XeroNet SysOps may connect to any and as many XeroNet nodes as they
  54. desire. At no time will any XeroNet SysOp be forced to connect to
  55. node(s) that he/she wishes not to.  All connections must be approved and
  56. installed by the NC or their designee.

  58. All XeroNet SysOps are required to remain in XeroNet for 3 months upon
  59. entry.
  60.  
  61. Sending non-message files through the network requires the advance
  62. approval of all nodes though which the file will pass.
  63.  
  64. Sending unsolicited Multi-Mail is strictly prohibited in XeroNet.
  65.  
  66. Taglines shall be three lines max and shall not use ANSI codes.  Sig
  67. hosts may require or allow other guidelines to posts.
  68.  
  69. SysOps are expected to refrain from abusing users and will deal with
  70. disruptions on their board in a mature manner. Problem users should be
  71. dealt with via e-mail, have their access lowered, or simply barred from
  72. participation in XeroNet Message bases.
  73.  
  74. XeroNet boards are not to engage in pirating activities such as
  75. advertising the availability of stolen software, asking for commercial
  76. software, or encouraging the participation of pirating or exchanging of
  77. software that is made for sale by the author.  XeroNet boards are not to
  78. engage in any illegal activities, including phreaking or carding.
  79.  
  80. XeroNet policy does not mean your board will be inspected or policed by
  81. XeroNet. Federal law provides severe civil and criminal penalties
  82. including fines and imprisonment for the unauthorized reproduction or
  83. distribution of copyrighted computer programs (Title 17, U.S.C.
  84. Sections 501 and 506, et. al.).

  86. IV. JOINING XeroNet / REQUIREMENTS
  87.  
  88. To join XeroNet, you must have your own BBS running FIDO compatable
  89. software.  Your board must be up for at least 1 month to join XeroNet;
  90. this may be waved by the NC.  By agreeing to policy at the bottom of 
  91. your application you are committing to XeroNet at least 3 months of 
  92. your life, subject to approval of your application.
  93.  
  94. You are not required to register your BBS software to join XeroNet. 
  95. You will be expected to register your BBS to help assure the continued
  96. support of the Author of the software, and to help protect the
  97. investment made by other XeroNet SysOps who have already registered
  98. theirs.
  99.  
  100. You are expected to run a real names only BBS.  It is expected to 
  101. have a real name in the echoes.  Writing to Aliases is not preferred.
  102. If for some reason you run an Alias BBS, software permitting toggle 
  103. XeroNet conferences for real names only.  If your software is configured 
  104. to only accept aliases and can not toggle real names, your BBS maybe 
  105. considered as long as your users enter real names at the end of their 
  106. messages.  When entering your real name you must print first and last
  107. name. <ie  Judge Dredd  aka Jamie Lee >.   SysOps running alias BBS's 
  108. will be held responsible for their users actions.
  109.  
  110. Also all echoes are expected to be policed by all XeroNet SysOps.
  111. There will be no profanity allowed in the echoes.  All SysOps will be
  112. responsible for their users actions.  And the SysOp will be expected to 
  113. take appropriate actions, including discontinue of posting.
  114.  
  115. XeroNet does not support the use of private node numbers in 
  116. the nodelist. A private node number was supplied to the ZEC
  117. temporarily for administrative purposes until permanent 
  118. accomodations can be setup.
